Retail, Can't Cash Out Customers

I'm playing a rotational dynasty where you have a choice of Mansion Baron, Retail and Alien options.  In my case, my popular and erstwhile very successful Retail store now has a problem where customers decide to buy something but there is no way to cash them out.  They stand up and instead of a shopping cart over their head, they wave their arms and show a counter instead.  Clicking on them does not give the option to check them out.  Has anyone experienced this and is it a known bug?

The only bug I could find that was somewhat similar was a case where the player had added items to the retail shop on shelves. The items on the shelves were out of reach of the sims and so were the paintings above the shelves and so the customers could not be rung up.

Have you recently moved the sale items maybe?
