Sims sunbathing inside of building/lobby

I bought Hobart's Hideaway and completely renovated the property. I tore down both buildings and started from scratch. After opening the resort the Sims are sunbathing inside of the building/lobby/food area. I have checked to be sure the roof is completely covering the building and it is. I am really at a loss as to why they are doing this. Has anybody else experienced this? Any suggestions or solution would be much appreciated. Thanks.

Hmm.. Sounds like something may have glitched in your build. Have you tried resetting the town?
