Hmm... although I don't think the scrambling on fast forward is a bug but it is actually how the devs want it.  It might be better to look for a mod to 'fix' that in your game.

There is a mod to fix the scrambling on the TV at Mod the Sims.
I don't look for it to be changed either. I don't know why they did it but my thought is because of the addition of movies with the Movie Hangout stuff pack. Unlike the tv channels that loop the same thing over and over the movies have a certain length then end. If the movie didn't speed up when you fast forward the  game it wouldn't reach the end of the movie at the right time.
That's just my theory tho. It might just be a bug.
