Firefighter not able to save people?

The past 3 times I have had a large house fire, I send my sim there and he is able to extinguish the fire but when I go to break down the door and convince the sims to run, it won't allow me to. It keeps wanting to prompt me to visit the household. He is failing all of his jobs because of this. Why is it doing this? Does he have to be a certain happiness to save the sims?

Try running off lot, like across the street. Sometimes it will reset it and allow you to complete the emergency. Sometimes I've had to save as (name it something like fire glitch), quit the game, clear my caches, and try again. Sometimes nothing works and I have to go back to a previous save.
