Mod for dividing & rescaling lot?

is this possible? For example, if you have 64 x 64 lot, you divide it to such as 2 lot of 32 x 64.

I haven't seen any modder being able to edit the world in a 'useable' state yet anywhere. Some have tried but given up, beaten by complexity.
