Mods don't work

I followed these instructions to a tee:

But none of my mods work.

If it helps, I didn't have a "mods/packages" folder in my "Documents/Electronic Arts/Sims3" folder.  So I created one.  Could that be the problem?

You need to create a Mods folder in your \Documents\Electronic Arts\The Sims 3 and then create a package folder in the mods folder. Then it would look something like:

\Documents\Electronic Arts\The Sims 3\Mods\Packages
