Help with terrain

I am trying to build inside a volcano I put down a lot them build up the ground. Then delete the lot so I can move around and make new lots just to build up the terrain inside the volcano. But every time I do a new lot the last spot I had the lot is a huge hole instead of flat land. can anyone help me the hole was filled with water at first if that helps. thanks.
