Vial of Potent Enlightenment not working

Since when does this happen? I have a Sim drink it and then go sleep as normal; the skill updates at the top-right appear correctly but there is no change whatsoever, even in the skill journal (though I did find it reverts the progress as evidenced when it hit my Sim's Social Networking skill). This suggests it isn't working, which I find bizarre.

Someone know what might be causing this?
