I don't use any specialty mods, but I do like Deaderpool's MCCC mods. It focuses more on general playability (social deterioration, npc spawns, clothing related, etc.) It does include things that work with specific expansions, but you could probably disable those pretty easily.
For lots, you can change the type by going into construction mode and using the information menus in the upper left corner. If you put in something like a restaurant (for example), there is a list of specific items your lot must include to meet the minimum requirements for that lot type. Makes neighborhood building easier so you can enjoy more real play time.
For your vamps, I've found any time you put up walls, even if you convert them to fences, it counts as an indoor area so you won't cook your bloodsuckers.
