Hmm, one of the more useless boosts. But it may be of symbolic value as in they haven't forgotten about our beloved game. Yet :-\

We need more Reward Traits to buy with all these extra satisfaction points they seem to want us to accumulate with our sims! These boosts are probably pretty good if you've just started playing a new sim and hate grinding I guess. The slow hunger/hygiene decay is useful if your sim is completing say the insect collection in Granite Falls and the tagged aspiration for that pack.

Couldn't agree more. Or if you're exploring in Selvadorada. Of course, you could get "lucky" and be transformed to a skeleton with no needs for some hours ::)

So when it says it "requires all game updates to play" does it mean just all of the expansion packs or does it mean all the expansion packs and game packs and stuff packs?

It means that your game needs to be patched to the latest game patch. [PC 1.43.14.1020 / Mac 1.43.14.1220] You most likely don't have to have all the content packs to take part in this event.

Meaning, you can still play even if you don't have Cats and Dogs, Jungle Adventure or whatever stuff packs.
