Specular textures not showing

Yes I know this really belongs in the Mods section but it doesn't allow new posts there.
I adjusted the specular textures on some clothing to make it look much more shiny. I put the package file in, load up the game, go to create a sim, it's all there looking just how I want it, nice and shiny.
When the sim appears back in the normal game again, the nice reflective look is gone, replaced with something nowhere near as shiny. I tried raising sim detail and lighting to max in the graphics settings, it didn't help. What gives?
