Foundation issues

Hello all. I've been trying to build foundations in TS4, but I'm having a lot of issues. First, whenever I select the foundations option in Build/Buy mode, it tells me I need to place a room or a wall first. So, after placing a room and/or a wall, I'll try again only to have it barely add a foundation to the bottom and push the ground down. I also don't have a slider function, so I'm really confused and frustrated. Anyone know what I'm doing wrong?

I really miss the TS3 build/buy mode!

When you place a room/wall now, You should have an arrow that points up and down:
