Internal balcony with stairs

Ok, I have a slight issue. I want to make like an internal balcony on the second floor, looking to the first floor, but I also have stairs there.

If you look at the attachment (sorry for quality) I want the floor between the stairs and failing to be a clear view to the first floor. If I delete the floor, it removed the rest of the room, and it I create a room on top of it, it removed the stairs. Anyone know how ,o could do this? Thanks.
(In case it helps, I do have moveobjects cheat on)

You have to drag the railing across the stairs to create a "complete" room. You'll hear the sound of completing a room but nothing will change visually. After that, you can use the sledgehammer on the part you want to remove.
