Buldozing

Is there a way to put down all buildings and landscape of a lot without moving a family there?

Build on the lot.  Click on the icon on the top row for Lot Info Panel (looks like a house with an 'i' on it).  The drop down panel has a Bulldozer on the far right side.  To access a lot without a family on it, use the Manage Worlds and click on the lot you want to alter and select Build.
