Sims gallery on the Sims website - Free Content?

Do I have to pay the content creators anything to use their contents in the game? Are all the contents shared on the gallery free?

Do you mean the exchange? IF so all content on the exchange on the Sims 3 website is put there free of charge by their creators. It is free to download and place in your game however it is considered rude to pass any content off as your own and if you were to do a story for instance you would need to give credit to the original creator.
The same goes for any content uploaded from this forum.
