Only thing I can come up with is the Into The future food replicator, I'm guessing the one on your list is the lifetime reward because it's improved memory. It requires a bit of advanced technology skill to be able to upgrade it and you can't do the base camp ones as they are already done, have to purchase one yourself.

Not sure if that would make 4% though but I can't think of any others at the moment.

Do you have any store items that are upgradeable?

You need a washing machine from the Store/Ambitions/Town Life since you are missing Clean Polymer Injection System (which is flagged as base game upgrade).

Doesn't the firefighter career also have upgrades to the fire truck and alarm bell? I remember several expansions ago that you could not complete that to 100% without doing that career.
