How to build a house on a raised portion of land

I have been trying to build a house on a raised area of land. In preparation, I'm trying to make stairs to go up to each level. The stairs always go down under the surface of the ground. If I put temporary floor tile down, the stairs have a red "is not allowed" outline. Can someone show me how this is done? I've tried watching YouTube videos but still can't figure it out.

I believe you need to place walls so the game knows you have another floor to go to.

Hmm..I never thought to put walls for outside stairs.  Thank you. I'll try that and see what happens.
