You can purchase these venues. They just have to be player made. You cannot purchase the default ones, however.

This *is* useful ladylaw - I designated an empty lot as 'Laundromat', put in a couple of washing machines and dryers (and clotheslines).
Sims use it, and it *did* come up for sale.
I was wondering why the generic Pick'n'Pull trash pile is not available to buy.
