Nraas Story Progression Problems. HELP?

This is the first time I've ever used mods in my game, and I'm enjoying it very much. I like that this story progression mod does a much better job at keeping the townies moving around and aging, and just generally going about their lives at a pace that closer matches my active family.  However, it's very confusing sometimes.  Currently I'm only using the base mod, and the the extra because everything else just gives me far too many options, most of which I don't understand.  I browsed through the manual, and the FAQ on the website for the mod, but most of it just sounds like gibberish to me.
I said all of that to say that I'm having a problem with sims being able to move into my town.  When the mod does the check before introducing new families to my town, it comes up with a message saying that Sims would like to move to my town but there is no available housing.  I built a couple small homes for them, but those homes remain empty.  I'm also still getting the same notice every time the mod runs a check.  The mod confuses me, but as far as I can tell the mod is defaulted to allow lots for move in, so what am I doing wrong?  Any help would be greatly appreciated. Thanks for taking the time to read this, I know I've rambled a little!

I get that notice sometimes too.  I just do like you do and build or put in a few small houses and continue playing my game.  Pretty soon, those houses either have my sim townies or new families move in.  Your not doing anything wrong, sometimes it just takes a while.  I am not familiar enough with all of the functions of the mod to say how to change anything, but I am sort of a patient person and pretty soon, all of my houses are full.  Good luck and have fun. :)

Usually that message means the mod DID try to immigrate a household but it didn't find suitable housing. That might be either because there isn't any free housing left, or the housing available isn't suitable (it needs at least a fridge and a bed for every Sim).

StoryProgression is a BIG mod and quite involved, so taking it easy is well recommended. Some players over at the NRaas wiki are complete experts on it, don't hesitate to ask questions there.

Thank you for this advice.  I built a couple of plain jane tiny houses, just to fill up some empty lots.  I didn't furnish them though, I didn't think it would matter, I'm going to try this right away!
