Celebrities' relationships keep reducing

I play a family in Isla Paradiso, and my celebrity sims quite often become publicly disgraced. Usually I just use Moodlet manager, but when I don't, the relationship of those sims keep decaying after decaying. Is that normal and is there any way to fix it without mods or having to drag all the friendships back up with testingcheats enabled?

Repair friendships the old-fashioned way, I guess. It is normal behavior of the celebrity system and just plain annoying.
