Library mod?

I saw a description of a mod that puts skills book in the library. I don't remember where. Anyone?  My poor student can't afford bookstore prices and I don't want to use money cheat (My husband gives me grief), I think it's dumb that skills books aren't available in the library anyway.

The presence of skill books is actually dependent on whether certain bookshelves are in the library. No mods needed. If you edit the library lot in question and add the Book Corral bookshelf, skill books should show up.

Some of the pre-made libraries have bookshelves with skill books, others don't. I know that Twinbrook and Bridgeport's libraries lack them.
