Life Guard Job

Hi, I'm wondering something. I have a lifeguard who is lev 10 now. Only once though did the "Perform Job" work for him when I got him over to the beach. Now it just will not work. I have to manually have him rescue the sims. Is this normal? I've cleaned out the cache files totally and restarted my comp and everything and it still will not work. :(
