I have been having my high charisma Sim use the social under Holo Disk called Sprite Chat. The skill grows just as fast as relationship grows when spamming the "Enthuse about ..." option with Sims that have the Never Dull LTW.
My Charisma 10, Advanced Tech 10, Never Dull Sim cues up eight Sprite Chats, I hover over the skill bar and watch it jump several millimeters per each very-quick social interaction. This also worked great when he was Advanced Tech 6 and it leveled him up just as fast as his target Sim.
If someone can test and confirm what exactly is the mechanic that makes this works so well that would be great.
By the way, I have my Mixologist Sim making six-hour perfect skill drinks that they are all drinking and everyone is standing next to the Chinese incense holder that gives the Neuronic Synergy moodlet. I have music and the Chef special reward fridge and yadda yadda tons of positive moodlet junk everywhere keeping everyone's mood maxed out all the time too.
Oh yeah, I also had him dream about Advanced Technology and kept spamming influence the dream with hoverboard to the moon and fill the sonic shower with bubbles and read the manual first until he finally had good dreams about it.
I just tested this with a Sim family member who just aged up to child. I did not bother to have him dream about Advanced Technology. I sent him and as mother to the future, I had her spam holodisk / sprite chat from breakfast time to dinner time. He leveled to Advanced Tech 10 and she got a couple levels of Charisma. Awesome!
I was surprised to see by the first time he was tired as a child he was able to "dream about waking up" and virtually instantly get full energy after spamming a few alley cat truces and set the alarm for whenevers and the like. Not even the moodlet manager will cure tiredness in a child! This rocks!!
