Game Mods are not appearing

I installed quite a few mods awhile back on my base game. None of them were really too important, just some hairstyles and a skin. I downloaded a bunch of expansion packs about a month ago, though, and had to reinstall my game. I remade the Packages and Mods folders and put them into the base game folder. When I open the game though, the custom content that I loaded in with .sims3pack shows up in game, but none of my mods do. I am wondering if I have to make a Packages and Mods folder in each of the expansion pack folders, but I'm afraid to do that because I'm still a bit of a noob when it comes to these things and I really don't want to have to deal with fixing a messed up game . Any help?

The mods will go in the directory Documents\Electronic Arts\The Sims 3\Mods\Packages
