Also, I did just realize that you never unzipped the FrameworkSetup in the first place. I do not recommend copying and pasting directly out of a zip file, as this can lead to corruption. Since you are using 7-zip, this what I recommend you do.
1. Delete the FrameworkSetup.zip in your The Sims 3 folder and re-download it from MTS. *
2. Move the re-downloaded FrameworkSetup.zip to Documents\Electronic Arts\The Sims 3
3. Select FrameworkSetup.zip with your mouse.
4. Right Click on the FrameworkSetup.zip and choose 7-Zip > Extract Here
5. You will now have a folder called Mods in your The Sims 3 directory. Test this folder by starting the game. If you skip the EA intro, the Mods folder is working and correctly set up. You can now delete the FrameworkSetup.zip from The Sims 3 folder.
6. Re-download the NRaas mods you want to use. **
7. Move the .zip files to Mods\Packages
8. Select all the NRaas .zip files and right click them and choose 7-Zip > Extract Here.
9. Launcher the game and check that your NRaas mods are no available.
* The reason I recommend deleting and re-downloading the FrameworkSetup.zip is because it looks like you have dragged the NRaas .zip files into the FrameworkSetup.zip. Don't do that. You can cause corruption to the files by doing this.
** Again, since you dragged your NRaas zip files into the FrameWorkSetup.zip, I recommend you re-download the files so you can be sure you have not caused an corruption.
I never recommend that people drag and drop files out of a zip file. You should always use extract. Although it can work just fine to drag and drop instead of extract, this can cause some corruption if the files are not properly decompressed while dragging.
