I believe you have to talk to the person for a few hours, then it will give you the option under Writing.

Is your sim currently writing another book? You can't start a new book if they're already in the middle of one. As far as I know, you don't have to talk to the sim at all to write the biography of them.

Not writing another book and she's talk to Akoni so much that they are Good Friends. Still no option under writing.
