Hmm...I think I viewed all the lifetime wishes and have never seen empress of evil as an option. I know I've seen emperor of evil which is level 10 of criminal career until evil branch and there's also leader of the free world under the political branch. Not sure if that's what you mean. I don't know if you use a female and get her to level 10 of criminal (evil) she becomes empress.
Anyway, on the sim's 3 site there are a list of lifetime wishes and what you have to do to fulfill them but I think this includes a lot of PC games as well so you have to look to the right of the wish and there's a symbol next to it to tell you what game it's for. I saw a ghost hunter career and was like I want to do that but I think it was for supernatural or something, not for pets on console. I wish though.
