IP careers LTW in other towns

I have done a bit of checking out IP, but focusing more on a story project.  Was wondering, due to some LTW and other aspects how they work in other towns.

I'm figuring that you can't do the Deep Sea Diver as there are no deep spots in the other towns, so that one is out.  The Seaside Savior, the Lifeguard career, can that be done on other towns? 
Merfolks in other towns -- I have seen them pop up, but since there aren't any islands are they just there and that's it?  Nothing special about them?

I haven't read up on the resorts, to get info about them in other towns, so I don't have any questions in that area.

Yes, you can do the Lifeguard career and LTW in other towns. I think it's the only new LTW that can be completed outside of Isla Paradiso.

Mermaids will show up in other towns through Story Progression but since there isn't any islands, they can't show you one.
