Issues with Apartments

I built an apartment complex with several non-hidden rooms.  I've set the lot as apartment to generate NPCs.  I've set every room aside from the one my sim will be living in as public with markers.

My issue is that the public room markers don't seem to working for the other rooms as I can still manipulate the objects in those rooms and they're counting toward my sims rent.  For further confusion, I've set the 'yard' as public and that marker seems to be working just fine.

When you live in a lot that is designated as Apartment, the game seems to consider you the 'landlord'.  Therefore, ALL items on the lot belong to you.  Have you tried setting it to residential to see if the public room markers function as intended then?  If you go that route, to generate roommates, use your phone and go through the Realestate options.

That's disappointing.  Are you aware of any mods that get Public Room Markers working in apartment lots?

Not that I know of but I haven't looked either.
