Uncharted island map LTR only gives one of the islands?

My sim bought the reward and all my sim got was Buccaneer's Map and Plunder Cove. Does it work differently for different people? Did someone say here earlier they have completed the owning all uncharted islands wish with this map?

I thought it was 1 per map.

I only got one with the LTR map, same one, Plunder Cove.  Can you even buy a second one?

I think the LTR gives you the one island that you'd otherwise have to find 4 rare map pieces for.

One of my characters bought the reward and only got one island.  I have since deleted that scenario and started over.  I replaced the same character but from a previous save with no island experience and the reward is not available to him.  I've also looked for the reward for other characters and I've not seen it at all.  It seems to have vanished from my LTR list.  I've started this world 3 times now and that reward is not showing up.
