It's done! Well, almost. (lol. Nothing I ever make is "done" enough for me.) I had to hold back on landscaping and items to prevent excruciatingly slow loading. But you can add whatever greenery or other items you choose. Meanwhile, I'm really happy with how my very interactive hangout turned out and so are the townie Sims. I've placed it in Sunset Valley adjoining a remote beach which I THINK is Sunset Strand. If you have Union Cove, just bulldoze the existing PFOO and replace with this one. You would lose the venue but gain more interactive play.
It could easily be turned into a really awesome resort by replacing the hot air balloon with towers. Add a buffet instead of the picnic area and some fire walks and you're good to go.
It's been play tested for any routing issues and there is NO CC.
While there are many store items, some are parts of store worlds. If you don't have an item the game will usually replace it, although what it would put in place of the Hot Air Balloon could be very interesting.

Arlo Bunch was to try his hand at the gyroscope machine while another Sim wants to tell her own fortune. Originally I had a pavillion tent over this table but it caused routing issues.
