Foundations and Wrap Around porches

I'm building a new house with a big wrap-around porch, and using the foundation as basement trick.

If I make the foundation large enough to hold the house and the porch, to maximize the basement, will the sims consider the porch part of the house?  ie, will they complain about environmental effects being 'inside' while they're on the porch?  Should I be using a deck instead and deal with the smaller basement size?

I use foundation for my deck all the time and have large basements going under the deck.  The deck, or porch, or whatever you want to call it is outside for the purpose of the "enjoying the outdoors" moodlet.  You will get the environment negative moods if there is dirt or other cause for it on your deck while  the sim is in this "room".  But, you can get this in the garden if things get messy there too.  (Such as after a meteor strike before you have picked up the debris).  Your porch is another "room" but it is also outside.  I usually have sims with the "love the outdoors" trait, so outdoor "rooms" can be very beneficial.  You will not gain anything by sacrificing your basement and using decking as far as I am aware.

OK.  I remember one version of the game (Sims2?) having a massive negative moodlet if it was dark/rainy/whatever 'inside', but if it's no different than being in that weather condition outside, I'm not worried.  Thanks a lot for the info (and the redirect...)

The size of the basement is not restricted to the size of you house upstairs on ground level. You could have a basement the size of the whole block of land if you want with no building on top.
