Where is the bookstore in Isle Paradiso?

I have been looking, but apprently I am more than nearsighted - where is the bookstore in the new World? My sim wants to learn some new recipees and buy some buy some skill books....

It's called Costa Verde Corps. & Alyssa's Bookstore and it's on 70 Civic Center. If you turn the map so that the City Hall is closest to you, it's north of the city square where the season festivals are. It's this yellow building.
