Toddler Skilling

I've noticed that when I have my toddler Sim, Bella, play with the xylophone or the peg box it doesn't always show her skilling. I don't think she learned all she could from the peg box yet (I didn't see the message, just that she'd gotten another level) but the bar doesn't come up. I think I remember this happening earlier in that game too, with her. What's up with it?

I think when you first do the skill when the child is older a message appears saying:

Bell has 3 skill points in logic from using the peg box when she was younger

Or something to the nature of that.
