Not sure if this has been asked as I am new here on the forum, but are you able to breed with other npc's horses without trying to buying them?

In theory, it is possible. But it will be really hard to make these animals to spend enough time interacting together to raise their relationship enough, and then the NPC owner of the horse must have stable so the horses have somewhere to mate. I have no idea how would you make the NPC horse to come visit you.

I know you can borrow the horse to ride on but I would like to breed with the horses so I didn't have to keep custom making horses and getting that extra money. It ruins my personal challenges about earning money without adding custom made households.

Welcome to our Forum.

What you refer to as NPCs, we call Townies.  They are the ones who live around town.  An NPC is a service Sim, such as a maid, repair person, pizza deliverer, etc.

As for breeding, why don't you adopt two horses and breed them to each other?
