Sims moving out of town

help!!
I tried to make more sims inside my town. However, everytime I created new families, some of the previous families would have gone out of town. How can i get them back, or something to avoid them leaving?

Still, I wanna make my town full but I hate keep noticing of all the families:(!!
Gosh! I hate sims getting disappeared! :'(

Sims moving out of the town is a feature of Story Progression. I'm not really sure how to stop other households moving out of town other than turning off Story Progression.

Or you can use NRaas Story Progression, which give you the option to enable or disable immigration/emigration, kill off your whole town or populate it.
