Mods won't work

Hi.  I've just been through a computer re-format and have installed all of my sims 3 game packs and downloaded fresh mods files - 1.67.  I've used mods in the past with no problems.  This time around they will not work.  I don't get the window telling of me of identified mods when I enter the game at the main menu and there are no mod options in the game.  I read the above link on how to install mods.  I've never used the 'resource.cfg' before but downloaded it and put it in with the others.  My mods file folder is in the sims 3 folder.  I also read to make a sub folder called packages.  I never had that before either, so tried that.  No go.  I'm not sure that folder is necessary. 
  I use MasterController, DebugEnabler, Traffic and Overwatch.  I'm wondering if they extracted properly.  The little icon beside the .package file looks like a blank page.  I can't remember if my mods before the format looked that or not.
  Can anyone help me get these mods running?

First, make sure you've created the folders in the correct location.  It's in the My Documents/Electronic Arts/Sims 3 etc.  NOT the actual program file on the hard drive.

Your mods should be in Documents\Electronic Arts\The Sims 3\Mods\Packages

Yes, the packages folder is required.

My folder and mods are in the right place, but I also had the .cfg in the packages folder.  I moved it and restarted the computer.  My mods are now working.  Thanks so much.
