Firefighter

My sim is in the second level of the Firefighter profession, and has 3 skill points in Handiness, but the option to improve horsepower is greyed out, and it says that he needs handiness skill... are there any solutions?

The actual upgrades are only available at level 4, level 7 and level 10 handiness.

I just realized that when I hit level 4, d'oh!
I've just had two more days in the Firestation, and the emergency bell went off once both days. I clicked on the fire truck to go to the job, and the bell stopped ringing :/ does anyone have any ideas?
