Can someone explain to me how the baby monitor works?

I got the Lullabies and Nursery rhymes set. I put one monitor in the baby/toddler's room , another one in the parent's bedroom. At fist the option "rock with me" was grey. It indicated that I needed a rocking chair. I got one when I purchased Aurora Skies. In the case of a baby, I click on the monitor and choose an option. This bring my adult Sims to take care of the baby's need. But when I click the option "rock with me" , it cancels out. Clicking on the rocking chair does nothing.
Same with a toddler. He/she will go to the monitor and an adult Sims will fulfill his/her need. However, so far there has not been any rocking with the toddler. Is this a programmed random action or am I missing something? Why is this option not working?

I'm moving this thread to the Miscellaneous Help board.  You should get some help there.  I've used the baby monitor, but didn't try to do rocking.  I ended up deleting it because I found it to be so annoying when the baby cried and the actions that resulted.

When I used it, the babies didn't really interact with it much, but the toddlers would autonomously walk (or crawl) to the monitor when they wanted something, fuss at it, and an adult would respond.  I found that it was advantageous to handle it with two rooms - the toddlers and all their toys and books were in the living room and the cribs, rocker and monitor were in the nursery.  When the kids got bored, they were more likely to satisfy that boredom with a closer object than by asking to be rocked.  When they really needed adult help - if they were tired or hungry or their social had really dropped, then they would summon an adult.
