Building on the beach

Does anyone know if its possible to build a small house on 1 of the small cove/beaches & have your family of sims use it as a sort of holiday house at weekends? Without moving out of their house. Just so their already at the beach when they wake up.

My best guess, in Edit Town, plop a lot down on the beach, set it to 'no visitors allowed' so npc sims won't use it, build, and then you're good to go.  You'll have to make it a community lot though to be able to use it though, so no stove, just fridge and maybe microwave.

It didn't work

They wouldn't enter the property, I guess because it didn't belong to them.
