My photographer didn't get any new collections and I haven't accidentally taken anything that wasn't already in a collection so far.  I did notice the photography book was available for purchase while at Uni though but not the nectar or martial arts books.

I noticed the first level photography book was available from the standard bookstore in Sunset Valley now too, but not the second and third level ones.  I thought it might have been a mistake since I previously managed to find one at the consignment store, but I guess maybe they just added it?

There isn't a second or third one.  New Sims fresh out of CAS now get a mid-grade camera as well in their inventory.  I'm busy installing base game and Uni on an unused computer to see if it's because I have WA or it's a new feature.

Some call it addiction.   The photography book is now in the library and book store of Sunset Valley without WA installed but non WA owners will not receive a camera in their inventory.

I think you can use the smartphone camera to develop photographic skill, but not sure if you have to have University to do this.

I can verify this, my sim is up to level 4 in photography using only the phone, which must have instagram installed, because the b/w and sepia tone filters are available.  Also, there is no cost to take pictures with the phone, an improvement over the normal cameras.

I've only taken photos with my phone for one particular sim, and even though I haven't sold any of them yet, they do have a value/give me the option to sell.

It depends on the picture.   The quality doesn't seem that good which makes me wonder if even though it has the best options if it's closer to the mid grade.

Highest value picture so far was the party sims one, at $73, so yes.
