Can is kill someone by throwing that spell at someone or i can only kill witch who is throwing that spell when spell backfires at her??

Can is kill someone by throwing that spell at someone or i can only kill witch who is throwing that spell when spell backfires at her??

If it backfires, it's instant death to the casting witch.  If it's successful, the other person/victim just gets a ghost that follows them for a little bit.
