I heard that if you dont register a game for the sims 3 website people wont be able to gift you items that need an EP you dont have. So that means even though i have all the EPs, nobody would be able to gift me anything from those EPs? Because none of them are registered for my account.

Exactly.  Certain potions/elixirs/items are Supernatural only.  If the website doesn't know you have them then it won't let it send.   There's no reason to not register your games with ts3.com really.   You get the registration rewards if you do and for some of the EPs you got SimPoints.

All you have to to do is use the key you got with your case.  It doesn't matter when you register them.   If you have digital copies through origin, some of them will be automatically registered for you.
