create a household mode

I dress my sim in formal clothing when creating her but every now and then she changes clothes before I can accept the sim. I put one in a wedding dress but when I clicked accept she had changed into casual wear, so I went back and put her back in the dress only for it to change again before I could complete. Any ideas why this is? This only happens when I am in create mode.

Sims coming out of Create a Household are always in Casual clothes. They change into Formalwear when you tell them to and when the Dress Code for a party is Formalwear.
