This really isn't an issue but I'm curious. I really like my sim families but I would like to make new families with my Sims children in another home. I'm afraid though when I move out an sim to play the family will have the ability to move away. I don't want that to happen but I'm not sure if it will. Does it or will they stay in the town?

Any inatcive household can leave town at any time, as far as I know. The only surefire way to prevent it is to turn Story Progression off in Options.
