How do you make your own Ambitions Lots?

I don't really like the ones made for me but I don't know what makes the special lots, umm special. So has anyone successfully built a consignment or one of the other stores?

Have you tried selecting consignment store under the drop down menu you get when you make your lot a community lot?
You get a choice of residential or community. Choosing community to my knowledge is the only choice that gives a drop down menu. I am sorry that I can not tell you exactly where it is, as the game is on my other computer. This is my uni studies computer. Shhh don't tell.
