Has anyone built a "utopia" world?

I was working on my blank MF world, replacing the rabbit holes with ones I like, adding some new ones and thinking of remodeling some of the homes and it had me wondering, has anyone every built a utopia world?
I am curious as to what they put in it, did they use sims from other town or what. 

Union Cove seems close to a utopia world, as there don't seem to be any sims with traits such as evil, mean, insane or other serious negative traits that one sim (thinking of Jared Fro and I think his name is VJ, and the Cy??? in SV) could have.

Anyhow, was wondering if anyone had done so and their opinion on the process.  I'm bouncing the idea around in my head, and wondering if it is possible to do so without CAW and would it be worth it.

I guess I was thinking of the aspect of opinions on it, the pros and cons of those who have done something like it. 
Not so much as how to do it, but if it was seen as worthwhile.

I haven't but it could worthwhile if it turns out that nobody had done it before. It would be nice and unique.
