No Consignment Store Person?

The consignment store in my immortal dynasty doesn't have a person at the register, so I cannot get A camera which is a problem does anyone know how to fix this?

EDIT: Also I have been to the store many time in the day so it is not closed, and i have tried going out and going back in again nothing.

Try replacing the cash register and see if someone spawns to work it.

Considering it is an immortal dynasty I dont think it is alowed, in my copy file i tried this and it did not work, I replaced the lot same result. But thanks for trying to help.
