Young Adult Vampire Sim learning skills slowly?

Ok. So I've got a family in Sims 3. The family consists of a Young Adult Vampire which is married to a Young Adult Fairy, and have 2 children: a vampire child girl (daam, she learns the skills fast. Maxed painting in about 3 in-game hours as an auto-try) and a teen fairy. My young adult vampire is a singer, he has 1 skill in guitar and cooking and 2 skill points in logic. But now whenever I try to level a skill with him, the skill bar seems to not proceed. At all.
I try at nightime, daytime and everytime, still the same. Dunno if I'm unaware of something but it's really rounding my gears how not even after a whole day, he can't level the freaking guitar skill. I already tried moving them out, then moving them back again, and nothing worked.
Oh, and by the way, I've got all the Expansion Packs and Collections including Seasons and the game's version is up to date.
Help, pretty please? :)

Have you tried reseting the problem sim?

I did, and it's still the same; when I try to level a skill the progress bar just sticks at the very bottom and never goes up.
