My Dirty surroundings came after a fire in the house.  I had replaced all the damaged items, but a scorched patch remained on the floor.  I could not delete it and the household would not clean it.  Nor, as I have already mentioned, would the maid.  I moved everything close to the patch away so that it was completely accessible, but still it remained. 

So, if I had been doing a dynasty, how would I have solved this?  Given that I do not have witches, genies etc.

Huh. If you clicked on it, there was no option to "Clean Up"? Was it partially covered by something, and did you move that before trying? If it's even partially covered they won't clean it.

Do you have any expansion packs?  I know that the genie suggestion would not work for me as I don't have that expansion.  If you have Supernatural, fire the maid and get Bonehilda.  Most will cleans and fixes everything.  I did have one that wouldn't clean all she did was drink from the bar and mop up her puddle, got rid of her. 
You could still fire the maid and then call for another one, you might get one different that does a good job of cleaning.

I am gathering that it was only in the kitchen.  I have WA and my sim had the disgusted moodlet and then she was whisked away home.  I couldn't figure out why she had that moodlet all of the time.  Kept trying to figure out why it wasn't leaving.  Sent her back to finish her adventure and as soon as she arrived it went away.  It seemed she stayed upset that dirty kitchen in China.   :)

I mpved everything moveable with the hand tool.  No, I could not click on it.  It never occured to me to demolish the wall section adjacent to it though, so I don't know if that would have helped.  (I am currently running ambitions, wa, and pets only.)

Did you check to see if a light was above it? I've had issues with ceiling lights getting in the way sometimes.

For twice sims once kept this moodlet forever!

First time it was until I finally realized it was time to put out the trash.

Second time there was a fire, and it was only when remodeling the room, I realized there was ash under an end table.
